You have to take into consideration who the alien species is trying to communicate with. Humans communicate with monkeys differently than they do with other humans. Perhaps the aliens need to dumb the message down further, so few seem to get it.

Granted, and obvious they are, some crop circles are made by humans, and most of them are not worth bragging about, perhaps that is why so few people come forward to claim them, unless they been drinking all night at some nearby pub and hoping to take credit for something they didn't do so that someone will buy them some beer to listen to their stories.
