The solution to Wasington - Plan X!

Well, we hear about plans here, there and all over these days. All kinds of plans in Washington from fixing things to just being the best with the most to blame the other guy with. I believe I have found a better solution. How about the voters have a say with a plan of our own? I rather like this one.
