You act as if it's cut and dry, but if the speedometer in your car isn't working, then speeding tickets aren't your fault. If you get fat because a restaurant lied about the content of your meals then who's fault is that? If you get drunk because the bars illegally served you alcohol, who's fault is that? If you can't give up smoking because it's full of physically addictive substances, who's fault is that?
It's not easy to assign blame, and often regulations are beneficial to everyone. If you ate an apple that had been accidentally poisoned with cyanide, would you blame yourself for not checking carefully enough, or the seller for selling tainted produce?
The US is sold a tainted story about how you must defend yourselves at all costs, this is why you have an army bigger than the rest of the world's military put together. This is why you operate a dozen aircraft carriers and your closest rival operates 2.
