My thoughts do not calculate civilian use of miltiary machines into the equation. Especially when a country like Russia employs military vehicles in the role of commerical transports.
Russia is a militant society where every plane or ship that has been converted from military use can easily be converted back to military use.
I am certain that you if look deep enough into the designs of the Russian icebreakers they do have a hidden military use.

The main ingrediant is wheat gluten that has been causing the problem.
Now why would China be at the center of both of these contraversies?
Everyone knows that lead is a poison and that small children put toys in their mouths. The lead paint flakes off of the toy and is swallowed by the child where years later the child develops cancer and either dies from the exposure or become a burden on the tax payer as tax money is used to treat and care for the person. Even if the person has health insurance the health insurance company will find some way to not pay for the cancer treatments thus killing off an American that would otherwise be able to put a rifle in their hands to kill a Commie Red with.
The Wheat Gluten is roughly the same issue except that it effects pets. Pets are very protective of their owners and will often times put theirselves between harm that would come to their owners without regard to their own safety.

Killing off a certain number of our pets that would protect us against their attacks the Chinese airborne trooper could make a blitz lightning strike into our communities without having to stop to care for their wounded which would slow their overall initial assault that would allow militias and the U.S. military to launch a concentrated counter-attack.
Killing our pets would also demoralize a certain number of Americans to not take a stand against the invading Chinese thus reducing our overall effectiveness to launch counter-strikes using our militias.
Basically killing the pets of Americans would allow the Chinese to employ a tactic of killed or killing into their machine.
The mentality of the Chinese Airborne assault would be that of kill all those who resist and be killed by those who do resist because there would not be any stopping to take care of the wounded.
With a number of pets out of the way the likely hood of such attacks occuring would be randomly reduced thus creating a more effective invasion force.
