Japanese Government's Reconstruction Funds for Fukushima Disaster Spent on Unrelated Projects

I was quite surprised to see this article today about how the Japanese Government has diverted a quarter of the funds that were solely allocated for the Fukushima disaster to other projects like roads on the other side of the island, a sports stadium repair, a contact lens factory, prison equipment, and get this, to the fisheries agency to protect Japan’s whaling fleet from harassment by the marine conservation group, Sea Shepherd. You have got to be kidding! I thought America was the only country that misappropriates government disaster relief...
