Iran and its nuclear weapons plans always seem in the headline these days. Yet, Iran seems to be on the offensive. From terrorist strikes, drone missions, to attacking US banks and oil facilities with cyber weapons, they won't give up their nukes or take hard sanctions lying down. This all seems part of an Iranian strategy to attack the west for its actions. At the same time, they are not escalating matters. This seems like a smart strategy to show that Iran has capabilities yet does not want to a war. What happens though when an intended reaction goes to far. What happens if an Iranian kills a US citizen?

It will depend on where said U.S citizen is killed?

If it attacked any of the U.S interests in the M.E, then I guess it would be deemed a declaration of war. However, as you have stated Iran are boxing clever at the moment and unless they change their tact, then it's just a case of tease with no action!!

He did do something by choosing to do nothing that day..

That was a conscious choice and effort, they wanted them to die on Sept 11.
