An unidentified flying object was reportedly seen in several areas of Pike County on Tuesday, but officials have no information as to what the object may have been. Kentucky State Police Trooper Shaun Little told the News-Express that KSP Post 9 in Pikeville received five calls on Tuesday reporting the object in the sky.

Well now that I researched this Allen Epling guy a bit I found the video....now I am unsure but it kinda looks like a reflection of a scratch in the glass he is filming...
The guy is a semi known UFO researcher but seems to have some pretty good credibility in the 5 minutes I searched his name....he is the one that is given credit for the pic in the OP.
Guess I am not so sure now.

I did think it looked like a balloon. I wish we had video.
The list of witnesses goes on with a woman living in the Valley View subdivision, which is south of Williamson, saw the object through binoculars. She said the object appeared to be oblong and ran vertical, and not horizontally. People working at the Daily News and City Tire saw the object hovering for over an hour. Customers of the automotive repair business watched the sky in horror and confusion as the object seemed to get brighter and brighter.
