That's from back when there was actually an application form you had to complete prior to your account being "approved". That's no longer a requirement.

That's evolved into different requirements, like needing 20 posts to start a thread, or an even higher threshold of posts for other forums like Really Above Top Secret or the 9-11 Forum.
