Personally if i had a tattoo and it started to fade, I would want to get it re-done, so that it would look good again.
Im not saying this is video is true, I am just saying that you have to weigh up the possibilities.
You can but again it will fade in another few years and you can only go over a tattoo so many times before it scars and does not look good at all. I suppose it's possible.
