I think biden is getting a little too flustered by Paul Ryan's comments. I don't think biden will be able to hold it together long enough to have people to take him serious.. as he laughs, and tries to dismiss ryan's every word.

Ryan is part of congress, and it was the GOP that cut the funding for security.

That is true, Congress denied the funding. Hillary spoke out against it quite loudly, saying the loss of 300m security would compromise our interests...thats simple sad facts.

There are consequences for things being unfunded.
