Here's my problem with all this: if these were really the plans for technology in use today, wouldn't every trace have been wiped? How was this just laying around when it could incriminate the organizations using these kinds of devices?

If you found it, it isn't evidence. Otherwise, you would never have found it.

For mind control they only need one device and its in 99.999999% of all homes, its called the Television

That was back then, I sure have no doubt that they did catch up. Even scarier if you ask me.
