that is a good idea, but some are troubled

meaning...

if you shout for peace......there will be others that shout for war

and it is those who fight just for the so called joy of conflict that must be convinced
that peace is a good thing, and that there should be peace
so that they don't try to keep it from coming just so they can have more fighting and conflicts
