it's definitely up to your monitor and as far as i know that technology doesn't exist, yet, so like a lot of already said.. no this can't happen however anyone, pointing mainly at the government, can access any cam they want.. your phone, your pc.. etc.. and see what they want. i don't know this as fact and hate to fuel your paranoia but i personally believe it to be true so i am of the mind.. "better safe than sorry".

So much of todays science fiction will become science fact soon, and not too much further on obsolete technology.

Many humans think in order to see you have to use a device that replicates the human eye to some degree, that is not an unreasonable thing to think.

A screen simply does not have the hardware to send pictures. On the FBI being able to turn your cell microphone on to spy on you, has this been confirmed by multiple sources? You would at least need software routines within the cellphone for them to be able to do that. To control it all from a distance using the cellphone grid the cellphone companies have to be in bed too, so it would be a well known fact.

Actually LEDs not only produce light they can detect it also.

I highly doubt it. There's some very clever people out there when it comes to computers. It'd be exposed like a shot.
