I first saw this and didn't believe it. He did it multiple times (about 5 or 6 times) and I was shocked. But does anybody know who this male is? I'm sure I've seen him somewhere before, just don't know where.

Dont know who it is but for sure it's not a Nazi-Gruß, most people who do this are familiar with the german carnivale.

The woman next to him appears to be Margrethe II, the Queen of Denmark. So I'm assuming he's Henrik, Prince Consort of Denmark. The husband of the Queen of Denmark. However, I don't see much of a resemblence, but it could be.
