The question within the Ba'ath Party was whether or not it would pursue its ideological goal of establishing a union with Syria or Egypt, or both. al-Sadi supported a union with Syria, which was under the rule of the Ba'ath Party, while the more conservative military wing supported Qasim's "Iraq first policy"

Syria will not use chemical weapons directly, they will "accidentally" fall into the hands of those that will. In what planet do you live in, its like stating that the US/UK/Israel is not involved in the rebellion and had no active participation in Libya or Egypt. They were and are by proxy.
