Japanese Parliament concluded there was collusion between TEPCO, the regulators and the Japanese government BEFORE the event.
They say the disaster is not because of the earthquake and tsunami; but, because the plant had a lot of problems BEFORE those events ... and that if
it had been properly handled, the disaster at Fuki would never have happened.
The article mentions also that the common people don't want to say negative things (taboo I suppose) so that prevents whistle-blowing which could have
saved the place.
