In short it appears that, after the disaster at Fukushima, all 50 nucllear power stations were shut down.
This is going to be the first time that any one of them has been restarted, in this case, it will be at the plant in Ohi.

The restart of Ohi's No 3 reactor - expected at 2100 local time (midday GMT) - follows an order by Mr Noda, who last month
called for support for the move."

Of note is that Tokyo is 206KM fro Fukushima.
Kyoto is just 60km.
