I think he was saying no, NO, dictators! I think it should be approached more as a association rather than a government. Each country contributing to the goal, the country would share in the rewards. No, not all countries would sign on in the beginning but when they see the achievement and the rewards that will pay off they will reconsider. It must be a pristine example of leadership and morals. The way the U.S. was suppose to be.

Have a thread run by a dictator. Just a thread. The "ruler" can ban/punish/delete any post he doesn't like, and can reward any that he does like.
All posters, though, must follow the ruler,, and obey his commands.
