I believe in the capabilities of HAARP but im not sure what to make of this.

the actual capabilities? Cause if so, then why post this thread, HAARP is incapable of doing those things, let alone directing them at Japan.

so I'm guessing you believe in the made up capabilities people post here, good luck with that.

Nice posting in the face of ...????.... Keep up the good work.

Do you have any links to favourite sites/ threads concerning weather modification and the true power usage of HAARP/ true purpose of HAARP..?

I have a smidge of a theory that the strange sky sounds being recorded across the globe are in fact an application of HAARP - perhaps the sounds are being tested as a tool of psychological warfare? Anyway, I'd be interested to see any links you have on the whole subject. Thanks in advance.

I like it how the resident debunkers are not commenting on the fact that there were agreements between nations not to use weather altering technology. Implying that it exists...so you think America, the wealthiest nation in the world, the feared warlord, with all it's mighty military, doesn't have that technology? You poor naive people.

Is it HAARP ? Maybe. Maybe not. The point is, the technology exists...and you can be trusting fools and believe your usual puppets to tell you ALLL the truth. Yeah....because you are Americans. You have a god given right to the truth. They would never lie to you. It is unheard of for authority to lie to it's subjects. Never happened.

This story first appeared in the alternative media weeks after the March 11th Japanese EQK/Tsunami so it's not news today

HAARP has been discussed as a weapon system in the European Parliament:

HAARP - a weapons system which disrupts the climate
On 5 February 1998 Parliament’s Subcommittee on Security and Disarmament held a hearing the subject of which included HAARP. NATO and the US had been invited to send representatives, but chose not to do so. The Committee regrets the failure of the USA to send a representative to answer questions, or to use the opportunity to comment on the material submitted.
(...)

HAARP is a research project using a ground based apparatus, an array of antennae
each powered by its own transmitter, to heat up portions of ionosphere with powerful radio
beams.(24) The energy generated heats up parts of the ionosphere; this results in holes in the ionosphere and produces artificial ’lenses’.
HAARP can be used for many purposes. Enormous quantities of energy can be controlled by
manipulating the electrical characteristics of the atmosphere. If used as a military weapon this can
have a devastating impact on an enemy. HAARP can deliver millions of times more energy to a
given area than any other conventional transmitter. The energy can also be aimed at a moving target
which should constitute a potential anti-missile system.

(...)

HAARP could result in changes in weather patterns. It could also influence whole ecosystems, especially in the sensitive Antarctic regions.
Another damaging consequence of HAARP is the occurrence of holes in the ionosphere caused by the powerful radio beams. The ionosphere protects us from incoming cosmic radiation. The hope is that the holes will fill again, but our experience of change in the ozone layer points in the other direction. This means substantial holes in the ionosphere that protects us. With its far-reaching impact on the environment HAARP is a matter of global concern and we have to ask whether its advantages really outweigh the risks. The environmental impact and the ethical aspect must be closely examined before any further research and testing takes place. HAARP is a project of which the public is almost completely unaware, and this needs to be remedied.

Hope this link works - with all these special characters

HAARP is mentioned several times in this document, just search for it.
I don't wanna quote half the document.

This is why Russia and the U.S. signed that treaty

Prior to the Geneva Convention, the United States used weather warfare in the Vietnam War. Under the auspices of the Air Weather Service, the United States' Operation Popeye used cloud seeding over the Ho Chi Minh Trail, increasing rainfall by an estimated thirty percent during 1967 and 1968. It was hoped that the increased rainfall would reduce the rate of infiltration down the trail.[2] With much less success, the United States also dropped salt on the airbase during the siege of Khe Sanh in an attempt to reduce the fog that hindered air operations

Without the likes of proudbird, phage, weedwhacker and others you forgot, this site would run amok, like a dog eternally chasing its tail. When it comes to HAARP (causing earthquakes), chemtrails, niburu and other such nonsense, there is a lot of hot air coming from a lot of silly people blathering a lot of silly beliefs. Nowhere, is there ever offered any PROOF!

I have thought the same. That the sky noised might be caused by HAARP. A disturbance in the ionshpere can create sounds. NASA have recorded the natural sounds of the earth and they sound kind of similar.

There are a bunch of them writing always in group. Make one or two comments then they disappear. As I've stated in another thread, I wish ATS had an ignore button. But since it does not then the obvious option is just to avoid reading replies from this group of "users".

Then again, it would not be prudent to assume with %100 certainty that the individuals you named are being completely forthcoming and have no hidden agenda.

I have no evidence thus far of an agenda originating from any of them other than perhaps to help tame down the feeding frenzy and excitement born of ignorance in the HAARP, Chemtrail, Niburu type of threads. Some people are both intelligent and educated and in the aforementioned group of posters my observation is they are all chock full of both.

thank you for posting such excerpts. people often argue the subtle nuances of what something does or cannot do, or what the primary purpose of such a mechanism really is. that is often besides the point. the technology, or the ability to do something, no matter how horrific, always ends up being used. i don't know exactly what haarp does or is capable of doing. but if this is a concern for the eu, why wouldn't it be a concern for us? if this technology is being tested and re-tested, there will be collateral damage that will never be acknowledged. i don't know the 325billion dollars is accurate or not, or for what purpose. but this discussion on haarp deserves further intensified posts. and i don't mean the continuing threads with 1000 plus replies. once a month, a new thread should be started.

Exactly.
I cant see why this thread is still running.

For those too lazy to go back to page 1, this all started because Benjamin Fulford wrote up this silly thing on his blog, a year ago.
This is just a silly blog story that made the rounds last year. On ATS as well.

More recently, he reposted it to another open website. Same story, word for word, no new updates.
Another website then copied and pasted that.
Then the OP saw it there and was like "OMG Must create a new thread without doing any checking!!"

Forget this rubbish.

They foolishly let "Dr" Nick Begich come in and do a talk.

Notice the date?

Where's the follow up to it?

Maybe there is no follow up because the supposed doctor Nick Begich has a mail order degree in homeopathy...
