How far should the country attacked go to respond to a dirty bomb attack?

1. If the country where the terrorists are is at peace (say Saudi Arabia).

2. If political will like in the spanish train bombings is not for responding to the attack but for withdrawing from the conflict.

3 If the country holding the terrorists is Iran/ syria/ Palestine.
