Funny it says Adobe Photoshop 7, because I just received a message from the person who posted it that it was made with an app. Not saying it couldn't have been resaved, but she said this:

Hey that picture was an app I just found out my sister was trying to fool me cause I believe in crap like that!! Sorry but it is still freaky looking

Yes, JPEGSnoop seems to detect the app as Photoshop, classifying it as "class 1" anyway, the worse...
Also, looking at the EXIF datas confirm that the photo is not legit:



The camera name doesn't appears and there are lots of differences with what we can see in the datas for an original untouched Iphone photo.
