To me lit looks like a bed sheet or a leopard print shawl that was lost overboard, and drifting in the ocean.

It seems that "jellyfish" or Cnidarians, have tentacles.

However Ctenophora contains some specimens that are much closer to what we are looking at in this video.

As an example, I would suggest that this 'creature' is related to something like Mertensia Ovum

Interesting. Not quite octopus, not quite squid. Though, I bet it is related. It "seems" to respond to the presence of the camera/underwater vehicle, so perhaps that could be considered a display of intelligence. Perhaps, curiosity?

It could be a Placenta.

My Girlfriends father works with these ROV's on deepwater drilling rigs , ill ask him about it later.

It seems to be a Giant Sea Slug, possibly of the Elysia chlorotica species
