I never figured out why the guy bothered. I think he was hanging on Rayguns coat tails but didn't realize that thousands of his supporters were dying every day of old age. Tells you how out of touch politicans really are

I really don't know any details of the endgame plan. My job so far has been to try to get RP supporters to the national convention. I'm just speculating and your guess is as good as mine.
