A new report by the Xinhua news agency says that, "Airborne troops from Russia and the Untied States would hold joint anti-terror drills in the U.S. state of Colorado between May 24 and 31." Translation: brainwashed American and Russian troops will train together on American soil to suppress popular revolts against the (so far) undeclared global authoritarian government, as devised by the demons of Bilderberg and other secret globalist conferences.
The global government that is being imposed on Earth is a totally illegitimate world political entity that has been constructed in secret, against the backdrop of terrorism and other manufactured global threats. Its authority rests on fiction, fraud, and force. It will no power over the Earth except the power that the people of the world will voluntarily give it.
According to reports, the U.S. and Russian military will be engaging in an anti-terrorism exercise that will involve Russian paratroopers using U.S. weapons to “take and hold” the main facilities of the CIA and Denver International Airport in Colorado and the National Security Agency in Utah.

The European Union Times has more on the report announcing this exercise from the Russian Federal Service for Military-Technical Cooperation:
Russian Defense Ministry spokesman Colonel Alexander Kucherenko publically announced this 24-21 May “anti-terror drill” this Friday past noting that this will be the first time Russian airborne forces have held exercises with the US airborne forces on US territory. Colonel Kucherenko stated, “According to the exercise scenario, soldiers of the two countries will hold a tactical airborne operation, including the reconnaissance of imaginary terrorists’ camp and a raid. After the operation, a helicopter will evacuate the soldiers.” He further added that Russian airborne troops would be training with US special service weapons in these drills in Fort Carson, Colorado.
Puzzling to Russian military analysts about this exercise, this report says, are that according to the American plans, Russian airborne troops (using US weapons that they had previously trained with at Fort Carson) will fly to and then parachute from their planes having the objectives of seizing the CIA’s main computer facility in Denver, the NSA’s main computer facility in Bluffdale, Utah, and taking control of main runways and terminals of the Denver International Airport.

The purpose of seizing the Denver International Airport, this report continues, is for the evacuation of the key personal and equipment previously “freed” from the CIA’s Denver base, and the NSA’s base in Utah, who were, supposedly, under “imminent threat” from an unspecified enemy, according, that is, to the American scenario for this war game.

Not known to many Americans is that over the past decade both the CIA and NSA have transferred their main bases of operations to the Western US. The CIA announced their transfer to Denver in 2005 with many speculating their main base of operations has been placed beneath the Denver International Airport. The NSA, likewise, has transferred their main base of operation to Utah and created what is now called the United States biggest spy center in Bluffdale
Some say evidence has been mounting that China has been involved in cyber attacks against U.S. government agencies and companies. In fact, last year a security company linked China to nearly 50 attacks on U.S. chemical and defense companies. More recently, a former counterterrorism official said nearly every U.S. company has in some way been infiltrated by China.
China has denied such attacks.
All this news can be frustrating for both parties involved, and the Guardian has found the U.S. is doing something about it — and so is China. The two countries, the Guardian reports, have been engaging in “war games” in order to facilitate contact over “hypothetical” situations in a “less formal environment.”
Organized by the Centre for Strategic and International Studies (CSIS), a think-tank in Washington, D.C., and the China Institute of Contemporary International Relations, a think-tank in Beijing, the Guardian explains so far two “wars” have taken place with a third planned for May. It states this is considered ”Track 1.5″ diplomacy, which is “the closest governments can get in conflict management without full-blown talks.”

According to the spokesman, it will be the first time that the Russian airborne forces have held exercises with the U.S. airborne forces on the U.S. territory.
"According to the exercise scenario, soldiers of the two countries will hold a tactical airborne operation, including the reconnaissance of imaginary terrorists' camp and a raid," Kucherenko said.
"After the operation, a helicopter will evacuate the soldiers," Kucherenko said, adding that the Russian soldiers will also exercise with the U.S. special service weapons in the drills in Fort Carson, Colorado.
Besides, the spokesman said, the Russian group will arrive a week ahead of the drills and attend a baseball game in the city of Colorado Springs.

The Department of Homeland Security and FEMA are collaborating to host NLE 12. This year’s exercise will have a cyber focus and will be “played” in FEMA Regions 1, 2, 3, and 5 during the spring and summer of this year. Some impact or connection to the Water Sector is also expected. NLE 12 will consist of four main exercises:
1. Information Exchange – a discussion-based event to evaluate information sharing within the Federal cyber community.
2. Cyber Incident Management – addresses the National Cyber Incident Response Plan.
3. NLE Capstone/Cyber Physical Effects – examines challenges related to managing a cyber event with physical consequences and national security implications.
4. Continuity Exercise – evaluates the continuity, devolution, and reconstitution capabilities of Federal departments and agencies during a cyber security incident.

National Level Exercise (NLE) 2012: Simulated Cyber Incident

The National Level Exercise (NLE), formerly Top Official (TOPOFF), is a congressionally-mandated planned preparedness exercise held every year to give all levels of government a way to test their plans and skills in a realistic environment. The NLE 2012 will be based on a cyber event, and will involve FEMA Regions I, II, III, and V, as well as the infrastructures of Information Technology, Communications, Water, and Mass Transit/Rail. This is the first time a cyber event will be simulated in an NLE.
The Emergency Management and Response—Information Sharing and Analysis Center (EMR-ISAC) found that NLE 2012 consists of four major exercises, including a capstone exercise in June. This year’s NLE examines national response plans and procedures including the National Response Framework (NRF), NRF Cyber Incident Annex and Interim National Cyber Incident Response Plan (NCIRP). The NLE 2012 Fact Sheet (PDF, 85 Kb) states: “Unique to NLE 2012 will be an emphasis on the shared responsibility among all levels of government, the private sector and the international community to secure cyberspace and respond together to a significant cyber incident.”

Suspicious Activity Reporting (SAR) Training

The Nationwide Suspicious Activity Reporting Initiative (NSI) has released five new online suspicious activity reporting (SAR) training programs for first responders. Joining the original program for Law Enforcement Line Officers, these new training programs are targeted towards Private Sector Security, Fire Service/EMS, Probation/Parole/Corrections officers, Public Safety Telecommunications, and Emergency Management.
The free online training program is “designed to increase the effectiveness of state, local, and tribal law enforcement and public safety professionals and other frontline partners in identifying, reporting, evaluating, and sharing pre-incident terrorism indicators to prevent acts of terrorism.”
The Emergency Management and Response—Information Sharing and Analysis Center (EMR-ISAC) found that each training program gives an overview of the NSI program as well as specific examples from leaders in the focus area. The NSI was developed with civil liberties and privacy in mind, and requires that participating Fusion Centers adopt the NSI Privacy Protection Framework (PDF, 259 Kb). An audio roundtable about some of the more in-depth aspects of NSI and its development was recently produced by DomPrep.
North American Plan for Animal and Pandemic Influenza Newly Revised

During the North American Leader’s Summit at the beginning of April, Canada, Mexico, and the United States jointly released the North American Plan for Animal and Pandemic Influenza (NAPAPI) (PDF, 659 Kb). The Emergency Management and Response—Information Sharing and Analysis Center (EMR-ISAC) noted that this Plan is revised from the 2007 version, and incorporates lessons learned during the 2009 H1N1 Pandemic.
A recent press release from the Department of Health and Human Services (HHS) describes NAPAPI as “a framework for the health, agriculture, security, and foreign affairs sectors of all three countries to collaborate on pandemic preparedness and response.” The plan balances each country’s existing emergency management national policies and discusses emergency response partnerships that exist and how to strengthen them for a more coordinated response.
The NAPAPI discusses how best to deal with: the problems caused by different types of travel between countries, implementing restrictions on travel and trade, and minimizing traveler screenings while still reducing the spread of disease. In addition, the plan discusses the impact a pandemic could have on critical infrastructures, specifically on the workforce necessary to maintain vital systems.
