Its a shame people can't use their imagination to come up with things for the common good.I think there should be stiffer laws for people who do this.
How much security does it take a gas station to prevent this from happening and then they pass the cost to the consumer. Vicious circle? What do
you think should be done?

What does one do if your car is parked in an unprotected apartment complex parking lot that has no security cam?
