My thoughts are that the person they arrested is a legitimate enemy of Kremlin, however the plans for assasination are vastly exagerated for political purposes. It is highly unlikely that the plan was realistic or had any chance of actually being successfully executed. Oh well, whoever this guy is will soon die in prison from internal bleeding, just like the rest of Chechen scum that end up there. All the better.

It is not, but the situation is much more stable than it was ten years ago. All of the original Chechen warlords are dead, or switched sides, and the number of rebels is the lowest it has ever been. Extremist Muslisms will be Extremist Muslims of course, in Russia and elsewhere, so the low-scale conflict will continue indefinitely. The goal is not to let the conflict escalate.

Specific Muslim populations - not all of them. Russia has many millions of Muslim citizens, most of whom never had issues with living in the Federation. It is mostly a section of North Caucasus where the tumor spawned.
