Nope. HTC makes excellent devices, so if this continues to happen to you I would look at how you treat your device, and not look for a fault with the device itself. You mention this is the 3rd time, but when I look for this issue I don't find anyone else reporting it. You're probably unknowingly doing something with this device (even having it in an inappropriate, high humidity environment like a hot bathroom while you're showering..) that is causing this problem.
Also, if you choose to back your contacts up with Google, which you should be doing anyway, you don't have to back up contacts - they will auto sync from your gmail account when you set up another device.
Same goes for apps, you can back them all up easily.
I have a lot of experience with Android devices, and from what I've seen over the years it tends to be people who treat their phones harshly that have continual problems. I have a friend who breaks his phone every couple of months, and of course it's always the phone's fault.. Funny thing is I had the same phone and it lasted a couple of years before I sold it to upgrade.
