OP, what you're really seeing in your download speeds are correct, about 3.5mb ish. ISP's have their pipes all open to all the download speed sites,
so doesn't matter what site you go too, you'll always see max speeds.
You're doing pretty good as far as speeds go actually. Over here in hawaii, for the advertised 10mbps plan, the real speed cap is 1mbps. Right now
I pay for the 50mbps plan, but the REAL download speed cap over here is a 6mb speed cap for the "turbo 50mbs" plan. I try not to think of it too
much, that Im paying 85$ a month for 6mbps, but yeah, it's the truth. Time warner, all lies. Before I went to 50mbps, I did phonecall after
phonecall, chatroom after chatroom, till I finally got ahold of someone who was honest. Even though the guy said 15mbps, I knew it would actually be
much lower in hawaii, as hawaii sucks like that.

Ask Ben: Yes, if you are speeds are 10Mbps, then while downloading the files you will not get the total usage of the Speed, it will be around 1-3Mbps
of speeds.
