Honestly, to me it looks incredibly similar to to the "ufo's" from the iphone app UFO Camera Gold. IMO, its looks dentical to the "3 ufo's" pic that the app developer uses in a screenshot for the app advertisement, with the other 2 "uso's" cropped out.
If your brother in law uses an iPhone, perhaps he was trying to have a little fun with you?

thanks for your theory. I know about the tricks anyone could make with apps like that one or others, and I also have seen people becoming victims of fake pics of a ghost. The only problem is that the picture was taken with a digital camera, and I've seen the camera up close. The camera leaves the date exactly as it shown in the pic so I know he used their personal camera to take the pictures.

Apart from the obvious wings, of course. They are just blurred due to the speed at which insect wings 'flap'.
That only happens when a low shutter speed is used, for photos taken with low light levels.
