Active: self powered, transmitting
Passive: external power (only transmits data when receiving power from a scanner)
At best, around 6 to 10 foot range.
All a tracking chip could do in this case, is identify the body once found, a little faster than forensics. Or, if this girl is one of the tiny percent that are abducted and kept alive, might identify the child in the coming years at a doctors exam or something similar.

There's absolutely no evidence that it's true.
Your only possible bit of evidence is that it got a lot of media attention, and there's a much more logical reason for that. She's a cute, young, white girl, and it sells papers to people who get their kicks from reading about that kind of thing.
