Weird Message Came on Just Before I Logged on

Anyone else see this? A message blinked onto my screen just before I logged on here from the US government, stating this website has been locked? It was bold, red, with an American government logo. Is this a viral attack or the shape of things to come, that ATS will be blocked from using? Any admin advisors got a clue what is going on?

This has been happening for a couple of weeks now, noticed it at other sites as well, with SOPA up and coming it is just a warning to what may happen if the bill is passed.
