Russian has serious problems with political and business corruption (154th nation in the Corruption Index). With such corrupt business practices, one can only guess at the effect this has on the Russian space programme.

Not really. You see, my life is not so full of paranoid conspiracy and I do not believe that everything that happens is necessarily the fault of (say) the US or others.
Russia has serious problems with business corruption. The problems with the Russian Space programme may well be due to problems and short-cuts in manufacturing, R&D and procurement. In other words, they are self inflicted.
