Lets say they are real, people are just going to call believers crazy regardless.
I dont know if they are real, all I know is that it wouldnt be suprising at all and with our impact on the environment it seems crazy not to try and bring weather down to a normal level.
Countries compete like a game of monopoly, and they will do anything to be a better producer. We know weather manipulation is easy in theory so it would be dumb of them not to make better seasons for farmers.

I thought about the sun activation but I dismissed it because I cant think how the sun would activate any chemicals I can think of. Plus they could easily just engineer something that does not need the sun light.

Contrails (or "Cirrus aviaticus" if you're feeling snooty) are the long, skinny clouds that form behind airplanes. As with any other cloud, they need condensation and a little dust to form. Luckily for them, passing airplanes provide both. All the air has to do is be full of moisture.
Airplane exhaust contains both water vapor and some fine particles, Dr. Barry explained. When added to the surrounding moist air, the water vapor is enough to saturate the air, allowing the water vapor to condense on the small particles. And voila: Just like that, a cloud is born!
If the air is moist enough, the contrails may linger for a while. Otherwise, they may vanish almost as soon as they came. This morning, though, they lingered.
