I can't watch the video, but on the screenshot it looks like the logo at the bottom right is one of those parody sites like The Onion. That isn't the real C-Span logo, so this is likely fake.

This has been debunked. Take a looksie at the TV Stattion "logo" and notice that this is not C-Span but ONION-Span....

Yarp its Onion, find it on their channel.

If it is faked they did a good job.

The lips move with the words doesn't look like its ad libbed.

Just did a quick search for hr8791 many sites pop up discussing the onion footage, but some people claim that hr8791 does exist. I don't know if (R) J Haller exists or not though.

Yeah I realized that, pretty good faked video. Quite deceiving but well done.

I wouldn’t call it so much as fake, more like an artistic representation.
This stuff happens on a daily basis and we all know the real government is about 1000x worse. They don’t need to say 'classified' anymore, they just don’t tell you anything at all. And if they do tell you something it’s probably an eye in the wrong direction or a complete misrepresentation of the truth. Our freedoms drop like flies everyday and all they need to do is call it blue when it’s clearly the colour red.

From what I have seen this 'fake' video has more credibility then the government and 100000x more accuracy then any non onion news source.
