Russia uses a system of combat readiness if I recall. Something along the lines of Regular Readiness, Wartime Readiness etc.

Степени боевой готовности - levels of combat rediness... They don't use a rating system like in america.

A grim Ministry of Defense bulletin issued to Prime Minister Putin and President Medvedev today states that President Hu has “agreed in principal” that the only way to stop the West’s aggression led by the United States is through “direct and immediate military action” and that the Chinese leader has ordered his Naval Forces to “prepare for warfare.”



Hu’s call for war joins Chinese Rear Admiral and prominent military commentator Zhang Zhaozhong who, likewise, warned this past week that: “China will not hesitate to protect Iran even with a Third World War,” and Russian General Nikolai Makarov who grimly stated last week: “I do not rule out local and regional armed conflicts developing into a large-scale war, including using nuclear weapons.”

A new US intelligence report has also stated that China has up to 3000 nuclear weapons compared with general estimates of between 80 and 400. To further pour more gasoline on the fire, the Washington Times has just reported that North Korea is making missile able to hit the US.

The raising of global tensions between the East and West was exploded this past fortnight when Russian Ambassador Vladimir Titorenko and two of his aides retuning from Syria were brutally assaulted and put in hospital by Qatar security forces allegedly aided by CIA and British MI6 agents attempting to gain access to diplomatic pouches containing information from Syrian intelligence that the United States was flooding Syria and Iran with the same US-backed al Qaida mercenaries who toppled the Libyan government.

1st russian level: Regular Combat Readiness – the army of the peace time. 2nd russian level: Elevated Combat Readiness 3rd russian level: Danger of War 4th russian level: Full Combat Readiness – the highest level.

Mr.M and Putin, Im sure the highest Generals are in that mix as well to prevent a drunk Putin from starting WW3.

They have a very scary nuclear dead-hand system though, hopefully they have turned that dam thing off when it almost auto launched a barrage of nukes at us because some idiot decided to test a Trident missile off their northern coast during the 80s revolution in Germany and Poland. Thankfully the Russians were able to shut their system down and kill it, hopefully they never turned it back on.

Ultimatly the responsibility falls on the Chief of General Staff, I'm not 100% certain, but I'm pretty sure that he alone can issue the order. The CDS is General Nikolai Makarov. Unlike in America, Soviet Sub comanders have full launch capability, they can nuke whoever, whenever without recieving a direct order, so long as the Intellegence Officer on board agrees with the Captains decision to fire. Normally, at least during the cold war, the Intellegence Officer on board would be the person responsible to authorize the launch. I'm not sure if thats changed since the collapse of the CCCP.

The four states of Combat Readiness are:

Permanent, Increaced, Military Danger, Military Threat
