Ovid notes that at this festival it was the custom to appease or expel the evil spirits by walking barefoot and throwing black beans over the shoulder at night. It was the head of the household who was responsible for getting up at midnight and walking around the house with bare feet throwing out black beans and repeating the incantation, "I send these; with these beans I redeem me and mine (haec ego mitto; his redimo meque meosque fabis.)." nine times. The household would then clash bronze pots while repeating, "Ghosts of my fathers and ancestors, be gone!"[3] nine times.
According to cultural historians,[4] this ancient custom was Christianized in the feast of All Saints' Day, established in Rome first on May 13, in order to de-paganize the Roman Lemuria
During the period 1933–45, the board of directors of the BIS included Walter Funk, a prominent Nazi official, and Emil Puhl, who were both convicted at the Nuremberg trials after World War II, as well as Herman Schmitz the director of IG Farben and Baron von Schroeder, the owner of the J.H.Stein Bank, the bank that held the deposits of the Gestapo. There were allegations that the BIS had helped the Germans loot assets from occupied countries during World War II.
A "well-designed financial safety net, supported by strong prudential regulation and supervision, effective laws that are enforced, and sound accounting and disclosure regimes," are among the Bank's goals. In fact they have been in its mandate since its founding in 1930 as a means to enforce the Treaty of Versailles.
The BIS has historically had less power to enforce this "safety net" than it deems necessary. Recent head Andrew Crockett has bemoaned its inability to "hardwire the credit culture," despite many specific attempts to address specific concerns such as the growth of Offshore Financial Centres (OFCs), Highly Leveraged Institutions (HLIs), Large and Complex Financial Institutions (LCFIs), deposit insurance and especially the spread of money laundering and accounting scandals.
The BIS provides the Basel Committee on Banking Supervision with its twelve-member secretariat, and with it has played a central role in establishing the Basel Capital Accords of 1988 and 2004.

It represents the night aspect, although it contains reference to light which may appear misleading somewhat. The "morning star" is differentiated from the "daytime star" which is Sol.
Lucere and Sol both represent light, but one is dimmer than the other. You could be in the darkest room but there is still light, sensitive equipment would detect it. Our eyes just don't collect as much light as other animals which can see better in 'dark' conditions, such as cats. Also there light spectrum is composed of far more detectable wavelengths than "visible" light. So light exists everywhere, despite our failure to detect it.

I sense that there is much confusion involved within our contemporary understanding of language and the associations we apply to things, and it is seemingly indoctrinated into us through tradition.
