It looks like a research thesis or proposal. If you look at the guys location its IBM. Given the title of the document "NUCLEAR WEAPON DEVELOPMENT WITHOUT NUCLEAR TESTING?" and his employer (IBM) no doubt hes gonna point to computer simulation for nuclear explosion research.
