For starters they already can and do. And these things are all so damn cost prohibitive to own not to mention fuel, maintain and arm that widespread or common ownership simply would not happen.

EVEN BETTER!

Grenades and a potato launcher would be better than a tank.
They're easier to move and conceal, too. They also don't require any fuel. Much more economic.

A tank would simply make you a good target for airstrikes.

Yes, but in case of disaster and riots a tank it's a very good vehicle to move safe!
