I think the OP's concept is more of a self sufficient model through cooperation and I guess ultimately it would be government through corporation once the red tape got long enough...which it would...it always does.

In a cooperative there is really no way a person can become more powerful unless they are allowed to. You don't need rules to stop that, just aware employees who understand the idea of collective cooperatives. It is classic socialism.
We could all work at place like this, some people already do...
