Is there anything scientific that can tell me whats happening in this cloud here? At first i thought it was a lens flare but after watching it a few times i realize that wasn't that case.
Anyways, here's a cool video if you haven't seen it.
Small waves of ice crystals around the clouds or above could reflect sunlight as they shift and move around in clusters. I've seen these before and
that's my opinion.

Its probably a normal (but rare) weather phenomenon. There is another video on youtube somewhere showing the same phenomenon in a different location.
