This is a simple point which I was going to make, but you beat me to it. It's amazing that people missed that.
It's close to impossible to gauge a situation like that when driving (and paying attention to driving, instead of leisurely watching some stupid YouTube). I once saw a body on the road and I was terrified, but a second later I saw that it was a Santa Claus figure that well off the overpass where somebody put it as a decoration.
The car from which the whole thing was filmed was blocking the view for a lot of drivers.

It's not right and I'm not making excuses for it, but this is how it was explained to me by one who knew better about it. Corruption is pretty horrible once it sets in. If the above explanation can be believed, this is not some kind of innate coldness or cultural/racial disposition, but rather fear over having your own life destroyed. It teaches us how deeply legal and political structures can affect the fabric of daily life.
