Of course not. They are just made to different tolerances. Mil-Spec ammo usually has a thicker cartridge wall and a hotter load than civilian .223 cal or .308 cal ammo.

It can be a safety issue though if you are firing a 5.56mm through a .223 rifle for example. Most times the rifle will take it, but there have been instances where a chamber has cracked or worse.
