NASA buys Portable Technical Surveillance Countermeasures (TSCM) System

I don't know if this is the best place for this post, but here goes.

This site says NASA intends to award a sole source contract to SystemWare for the purchase of the ScenarioFlex Portable Technical Surveillance Countermeasures (TSCM) System.

Why does NASA need a surveillance countermeasures system?

Maybe I'm missing something, or maybe this is just a result of my poor knowledge of the English language.
