Six protesters arrested in Hart Senate Office Building
Six protesters were arrested in the Hart Senate Office Building Tuesday, U.S. Capitol Police reported.
The protesters, who were carrying banners, were arrested shortly after 11:30 a.m. at the office building, located at C and E Streets in Northeast D.C.

The above poster is correct. The upside down flag is not a symbol of disrespect. It's a symbol of distress.

For hundreds of years inverted national flags were commonly used as distress signals. However, some countries' flags are difficult (e.g. Spain, South Korea, the UK) or impossible (e.g. Japan) to determine whether they are inverted. Other countries have flags that are inverses of each other: the Polish flag is white on the top half and red on the bottom, while Indonesia's is just the opposite--which would again make it difficult to determine if the flag is being flown upside-down as a distress signal.
If a flag is available, distress may be indicated by tying a knot in it and then flying it upside-down, making it into a wheft.[1]

In that situation you would be right and I will join you in feeling a sense of disgust. There's only two explanations for a burned flag. Disposal of a tattered/damaged flag or disrespect...and it will be fairly easy to see that the flag wasn't damaged to begin with.
I kinda doubt the vets will burn their own flag, however.
