It's far better to encourage them to get a better education so that they contribute more to society, so they will be less likely to turn to crime or depend on social services.
Besides all that, the money being spent on this is a drop in a bucket, 1% of $1.4 billion.

What are you really saying? You do realize, China is abundantly wealthy off selling their cheap, slave labor products to America. I don't see people flocking over the China border to reap the benefits of a free ride.

What I'm really saying, is why should the Chinese taxpayer have to watch their tax money going on loans to keep your nation afloat?
