Maybe, peoples with ESP abilities, we can try to JAM HAARP...

Interesting concept... However, since HAARP operates at litterally gigawatts of output, I seriously doubt that you could put a dent in trasmissions, even if you got every ESP sensitive on the planet to try it at the same time.
