Wouldn't the economy collapse though if all the major port cities were wiped out? Like how would they send and receive goods? They wouldn't be able to in any volume. And if they made it look natural then no one could question it. Like that H Sandy was definitely a haarp creation. They likely were testing it and or even trying to wipe out NYC but likely someone a bit higher up stopped it from being a total catastrophy.
