Warning: massive guess along
further prejudiced by being based
on US experience, and no understanding of UK law.
From rumblings I've heard here in the states,
almost all courthouses are now double skimming
off of parking tickets by all different types of check
processing fees and some creative shenanigans where
the check is processed into a private account first and then
skimmed for a few percentage points, say through a savings account,
untill the money is finally processed into the official court.
Previous attmepts to catch or retard these practices
were usually focused around getting evidence of
back dating deposits to cover the moneys
stay-over period in some other account.
What it looks like, may have, happened in this video
is some unshown administrator of one such skimming account
while giving testimony, had to be saved by the Judge,
who then being informed that the unshown "Friend of the Court"
was hip to the game, and thanked the Judge for saving him
the step of connecting him directly to the account in question,
immediately got up and left so the proceedings couldn't conclude.
Notice he never adjourned, called recess, what ever the phrase is.
