OK, so that is referring to this tweet:

11.4.2111 - a core attribute of differential CE9718 was modified today, and London has returned

'London was returned' - So in this timeline London was destroyed. Now they've made adjustments and London was returned.

If CE9718 is a disaster, what disaster was/is it?

That page stated that CE9178 was a success, and the previous feed related it to "London returning".
Yet the Twitter feed states that it ''is disaster".
