The fact that the Mayor of the Tajik capital is making these comments is a touch intriguing, bearing in mind that it wasn't all that long ago that president Nasarbayev of Kazakhstan announced that they were building a "goodwill" centre for extraterrestrial visitors in the Kazak capital Astana,is there something that the central Asian republics are in on?

No I didn't read a character assesment of the guy. That was just simply my observation. Based solely on the cable. I'm not an expert on the matter thought. However he implies that we know that there is intelligent life out there. Otherwise the whole point about peace etc. would be pretty moot.

I disagree.

Similar to the mayor, I also feel that life more than likely exist on other planets (although I can't be 100% sure until we contact that life), and I also believe that the prospect of possible life elsewhere should give us additional reasons to live at peace on this planet (as if we need additional reasons)...

...but, I have no "definite knowledge" of this life. However, the fact I have no real knowledge about life elsewhere in the universe does not make my belief that the we would "benefit in world peace in the event that we ever make contact" any more moot.

That's still a very valid idea for a person to have, even if that person has no definite knowledge of intelligent life elsewhere.

"war is very dangerous", and said "we know there is life on other planets, but we must make peace here first."

This is starting to be semantics but he says we know. He says life on other planets. He says must make peace here first. If that life he is referring to is not intelligent then it would be 100% if we have peace here or not.
So either this mayor guy is on a big conspiracy to hide knowledge of intelligent life out there or he is cookoo

Slightly off topic, but the keywords ELENIN and NIBIRU produced no hits at all.
Diplomats didnt think it was worth talking about.

Edit - the cables end at February 2010, so comet Elenin (which wasnt discovered until December) wouldnt have been known.

Why should any gvt or politician worry about Elenin or your fictitious planet Nibiru?

Or he simply has a strong personal belief that life exists elsewhere.

He doesn't need to either be "in on a big conspiracy" or be "cookoo" to have this belief. Maybe -- just like me and many other people -- he simply believes that intelligent life exists elsewhere in the universe based on the science and knowledge that is publicly available to everyone.

As I said before, most average educated people would agree that life most likely does exist elsewhere in the universe. Most scientists such as astronomers and astrobiologisits think it's most likely true. NASA scientists openly feel this is true. Granted, some people (such as this mayor) may feel more strongly than other people that this is true, but it will always be the case that the people who believe in life elsewhere will believe this to varying degrees, depending in the person.

HOWEVER, that doesn't necessarily mean that the mayor has secret knowledge of alien life. Personally, I'm more than 99% sure that intelligent ET life exists elsewhere, but I have no secret knowledge of this life. Why would it be necessary for the mayor to have secret knowledge for him to believe what he believes?

I like that quote. "we know there is life on other planets, but we must make peace here first." Who said it?

It's so true!! Even though peace is only possible once we recognize that every single person will have different thoughts beliefs customs and opinions and a whole world of 8 billion people can not agree on everything.

WHy would u think they will use names ELENIN or NIBIRU? Cant they have code names? Anyway Nibiru and Elenin is just a big hoax...
As it is Assange and Wikileaks

I just can't get excited about Wikileaks.

I have gone to their website previously and fell asleep trying to find anything of interest. Personally, I think they are a Red Herring.

Seriously if this is all that can be found regarding E.T's then I think that speaks volumes.

Regards.

I'm thinking that: The most we can hope for regarding UFOs in any wikileaks document is that discussion of private corporations applying technologies the public hasn't heard about. Which is kind of obvious - and will no doubt be very vague in the documents, probably not alluding to anything "flight" capable either.

Well yeah.

We won't be accepted into the intergalactic family while we still engage in primitive tribal warfare.

Imagine us with space traveling tech. We would be a danger to other races.
we would be like the romulan star empire.

For real.

yah sad to say but it would seem that there are no space wars.... no giant death stars... star destroyers or anything

Or, you know, those things are completely fabricated events and life on other planets simply means we know for a fact out there somewhere there's something alive not from here. Very likely not even remotely human. To prevent wars from the unknown, we must embrace the unknown here. After all, that's kind of the moral to the story of the tower of babel.

I suppose my point is that a lot of mayors all over the world (and regular people in general, which is what a mayor mostly is) would probably openly claim to feel the same way that this guy feels...

...So I fail to see the significance of this cable. It's telling me that some guy believes that life exists elsewhere in the universe.

you failed to see the WE part. he didnt say "i know".

so re-explain what youre thinking.

can you say that with 100% certainty because you know that for fact or are you just saying that because thats what youre told is 100% correct?

As I said, his opinion on life elsewhere in the universe may be much stronger and surer than some other people.

He -- just like many people here on ATS -- may believe 100% that life exists elsewhere.
He -- just like many people here on ATS -- may use phrases like "we know life exists on other planets".

HOWEVER, he -- just like many people here on ATS -- may believe in intelligent ET life elsewhere without necessarily being "in on the conspiracy" -- and even use the phrase "we know..."

I mean, I've read a lot of posts where people on ATS say "we know this about aliens", or "we know that about UFOs"...but that doesn't mean that the people on ATS saying "we know...." have secret government knowledge or are in on the conspiracy.

but how do you know it was only really HIS opinion and that he didnt mean "we" as in the other officials in the room also knew? youre assuming that just like people assumed he meant the elites really know whats going on. The only difference is that we actually have a reason to think the way we do, because he in fact said WE. You, on the other hand, are drawing your conclusion from your own head and nothing else.

Benifit in world Peace? Why would you think that? This is not Star Trek. There is no PRIME DIRECTIVE. The fact is that certain races of E.T. have no problem whatsoever doing whatever they would like to a Human Being....without ANY REGRETS or feelings of conscious or do they have the concept that they are doing anything wrong to begin with as our perspectives of RIGHT AND WRONG are based on our Human Condition. They do neither think as we do nor do they have a template of understanding as why we would feel certain things they do are horrible or invasive. They are not mentaly constrained as we are.

I have some experience in this matter and I can tell anyone here that views the possible overt public arrival and disclosure of the existance of E.T. as a GOOD THING or even more naive....that they are some type of SAVIORS TO MANKIND. They are NOT! They view us as we view a colony of Ants or as we perform action of research on other Earth bound species....such as tranquilizing a Rhino and tagging it's ear with a stapler....with the approach of understanding....study of an individual member of a species may possible put that individual in life threatening jepordy do to their research....but this will not threaten the health of the entire species.

I have said this before.....If you notice a UFO taking an interest in you.....RUN! Run your ass off....and get to the most public area you can find! It is not a good thing for you....and if you are taken....you will find out very shortly that you have watched on SCI_FI movie too many! Split Infinity

The mayor was recently invovled with a law that bans religious participation for anyone under the age of 18;

TAJIKISTAN: "Religious activity is only banned up to the age of 18"

The speaker of the Upper Chamber, Mahmadsaid Ubaidulloev, told the Chamber that "I am convinced that this Law above all is directed at defending the interests of Tajikistan's growing generation," according to Asia-Plus. He claimed that the adoption of the Law showed that parliamentarians "continue to adopt Laws which have no counterparts in the legislative practice of the entire world".
