No I didn't read a character assesment of the guy. That was just simply my observation. Based solely on the cable. I'm not an expert on the matter thought. However he implies that we know that there is intelligent life out there. Otherwise the whole point about peace etc. would be pretty moot.

This is starting to be semantics but he says we know. He says life on other planets. He says must make peace here first. If that life he is referring to is not intelligent then it would be 100% if we have peace here or not.

I disagree.
Similar to the mayor, I also feel that life more than likely exist on other planets (although I can't be 100% sure until we contact that life), and I also believe that the prospect of possible life elsewhere should give us additional reasons to live at peace on this planet (as if we need additional reasons)...
...but, I have no "definite knowledge" of this life. However, the fact I have no real knowledge about life elsewhere in the universe does not make my belief that the we would "benefit in world peace in the event that we ever make contact" any more moot.
That's still a very valid idea for a person to have, even if that person has no definite knowledge of intelligent life elsewhere.
